INTRO 371. a bill touted to combat alleged deceptive practices at pregnancy centers in New York City that often operate near Planned Parenthood and other abortion clinics passed the Council yesterday by a vote of 39 in favor, 9 opposed and 1 abstention, 2 were excused. Proponents of the bill testified that it does not seek to silence the centers, but that the centers offer over-the-counter pregnancy tests while allegedly dressing in medical scrubs, giving the impression that they are medical clinics. The bill seeks clear signage. Planned Parenthood and NARAL championed the bill as did Speaker Quinn. Opponents of the measure contend it seeks to chill the free speech of pro-lifers and curtail legitimate practices. The centers provide pregnancy test and some provide ultra-sounds, which are often critical to inform young parents of the life that they would be taking by having an abortion.
